Compliance for heating a rental property
Compliance for Landlords
Landlords must provide one or more fixed heaters that can directly heat the main living room. The heater(s) must be acceptable types, and must meet the minimum heating capacity required for your main living room.
The World Health Organization (WHO) recommends a minimum indoor temperature of 18˚C. By installing heating that can reach this temperature on the coldest days of the year, tenants will be able to keep warm all year round.
To find out the heating capacity required for a main living room, landlords need to use the Heating Assessment Tool or the formula outlined in the regulations.
Heating Assessment Tool
Heater(s) must be fixed (not portable), and must be at least 1.5 kW in heating capacity and meet the minimum heating capacity needed for the main living room.
Heater(s) must not be an open fire or an unflued combustion heater, e.g. portable LPG bottle heaters. If you use a heat pump or an electric heater as part of your solution to meet the healthy homes heating standard, it must have a thermostat.
You can’t use an electric heater (except a heat pump) if the required heating capacity for the main living room is over 2.4 kW, unless you’re ‘topping up’ existing qualifying heating that was installed before 1 July 2019.

FAQ
If you don’t find the answers below to frequently asked questions, please give us a call. We are available 24/7 for all your enquiries.
What is the most cost effective way to heat a home?
A heat pump is the most cost effective system to run but is the most expensive to installed compared to an electric heater. An energy efficient heat pump is a good investment if you plan to stay in your home for a few years. And it cools and dehumidifies as well!
What type of heater should I use for a small room like a bedroom?
If a ducted heat pump system is out of your budget, an electric panel heater is a cost effective way to heat a small room because they are relatively cheap to buy and with the use of a thermostat, they can be used to simply take the chill off the air without costing too much to run if you use it only when you need to.
Do I need a bathroom heater?
In winter a shower can produce a lot of steam because the damp heat from the shower mixes with the cold air. By warming the room, less steam is created and your bathroom extract fan will work more effectively. (Think about a car on a cold morning, it produces steam out the exhaust)
